Delayed verifier proof

Validate the scheduler and retention model end to end. The verifier runner defers scheduled checks (returns waiting until not_before, honors blocks_acceptance). Publish a small persistent artifact, then document the full sequence: immediate checks pass, a delayed url.live recheck is scheduled, the recheck fires after the window, and the final receipt reflects it.
